Steel takes a heavier run than a nylon clip will, and the coating keeps it off the cable so nothing chafes through the insulation where the clip grips. The adhesive backing means they go onto a panel, a bulkhead or a ply lining without putting a hole in it - which matters in a leased van, a converted panel or anywhere you would rather not drill through something with wiring or a fuel line on the other side.

Please note
Adhesive clips are only as good as the surface under them. Wipe it clean and dry first, work at room temperature rather than in the cold, and press each clip home for a few seconds - dust, damp and cold are why adhesive fixings let go. Steel clips are heavier than nylon, so the adhesive is working harder: for a substantial loom, an overhead run or anything that will be pulled on, a screwed or bolted clip is the right choice.
