A flat washer spreads the load under a nut or bolt head and protects the surface underneath from being scored as the fastener is pulled up. In stainless there is a further point: a plated washer under a stainless bolt undoes the benefit, because the plating corrodes first and the joint stains anyway. Matching the washer to the bolt is worth doing. The four partition box keeps the sizes apart on the shelf rather than mixed in a bag.
